The red and blues tell me this is a demo car, belongs to a really wealthy police force, or the owner is about to be arrested for impersonation.

Lots of private armored cars have this feature , because rich people who buy armored cars often don't give a fuck, and are willing to use it "in emergencies" and then deal with the repercussions.

I actually wonder if it's just photoshop.
That being said, it's an entirely state-by-state thing. For example, my college campus police has legit red and blues on their private police cars. It might be a thing where the car has to be registered with the state under some permit to run the lights.

It would totally depend on jurisdiction. I don't have my Canadian Criminal Code with me right now and the internet is being stupid, but I am certain that this would constitute impersonating a peace officer if a normal person were to do this. I'm just having difficulty finding out the length of punishment. Now, rules surrounding the use of red and blues by security agencies? I have no idea about those.
